If a claim’s continued validity depends on a mutable premise, make that dependency explicit at the point of reliance.
A claim can become stale without changing. The thing it relied on changed
instead. That is the failure Luria is built to expose, but the mechanism has
nothing to propagate through unless the dependency is represented. A sentence
saying “luria init scaffolds from configuration” depends on the decision
that makes that behavior true. An implementation note saying “this retry
exists because DECISION-014 requires at-least-once delivery” depends on that
decision remaining the governing choice. A recommendation saying “use X
because LIT-042 shows Y” depends on the evidence relation staying
meaningful. Written as an edge, each one is surfaced when its premise leaves
force; written as prose alone, each one stays silently wrong.

review / repairThis is not attribution. A bibliography tells a reader where an idea came from. A dependency tells the record which other claim, changing, would make this one questionable.
Applied here: the documentation cites the decision behind each behavioral
claim — the README’s account of luria init cites ADR-048 — and when a cited
decision stops being in force, luria lint reports the citing page under
retired-citations, so the prose is reviewed without anyone having edited
it. The decisions the documentation depends on carry the docs tag, so
whoever retires one can see that a page has to change with it.
The boundary test: if this premise were superseded, could this claim become false or misleading? If not, the citation is provenance rather than a maintenance edge, and nothing is lost by leaving it out.
The corollary is the expensive half: cite the premise, do not restate it. A dependent claim that copies its premise’s rationale has become a hand-maintained projection of it, which DP-3 already says will drift. The edge has to point at the authoritative record, so that there is exactly one place for the change to happen and one edge for it to travel along. Where the rule keeps being applied by hand, DP-5 says where it goes next: a mechanism that checks it.
