Annual Reviews' article page and PDF both returned a Cloudflare bot check (403); older volumes of the Annual Review of Fluid Mechanics are not free in any case. Unpaywall and OpenAlex report it closed. Semantic Scholar's open-access link points to NASA technical report 19890013450, which on fetching is L. M. Smith's 5-page Center for Turbulence Research annual research brief of 1988 under the same title, a different work. Smith's University of Wisconsin page lists the review without a file, and arXiv has nothing by Woodruff under this title. A title search found a copy only on a file site that mirrors a shadow-library collection, which was not used. It stays Unavailable until a copy is supplied. No NOTE is filed.
