Why this is here
CLAIM-327 separates three stages of a slow collective variable: an observer finds it, members read and use it, and their use regenerates it. Its note of 2026-10-29 found that Flack 2012 (LIT-1122, NOTE-1351) shows only the first and asserts the second from earlier studies. This is the earliest of them: the study that builds the power measure from the signalling network and relates it to how others solicit and accept intervention. Whether stage 2 has evidence, members conditioning on the consensus rather than on the signals themselves, turns on its methods. CLAIM-331, on levels as slower variables, cites the same line of work.
