Why it is a question

A18: “Our last few exchanges have increasingly used the language of observation where the underlying issue was sometimes action.” An observer “may know exactly what intervention would be helpful but lack the means to execute it”. Another “may perform a task effectively through a practiced routine without being able to explicitly describe the relevant information.”

A17 §7 wrote the two as sets, the properties recoverable by the agent’s procedures and the actions feasible for the agent–environment system, and said there is no general equality between them. In CASE-085 the proposition that the drug was present was available and the action of retrieving it in time was not. A18 added that keeping these apart “guards against inferring agency directly from informational access.”

An answer states conditions under which the two equivalences coincide, or a class of agents for which one refines the other.
