Answer

Yes. THEORY-222 (Active), from Hoel, Albantakis & Tononi (2013), read in NOTE-726.

  • The advantage. Effective information is effectiveness times the log of the number of states, under uniform interventions. A macro always loses size and can gain effectiveness. In four constructed systems the gain wins, by 0.40 to 2.92 bits. The note of 2026-10-20 gives a four-state construction with a gain of about 0.189 bits.
  • No closure. None of the systems maintains the constraints of its own functioning. They are logic gates with a fixed transition matrix.
  • No self-individuation. The coarse-graining is chosen by an analyst’s search. The paper’s “self-definition” means the maximum of effective information, not a boundary the system draws.

THEORY-222’s Connections reads this as A10 §4.1’s interventional autonomy met with neither of the last two criteria.

What it leaves to QUESTION-093

The advantage depends on imposing a uniform distribution separately at each level. Whether it survives one distribution at both levels is QUESTION-204. The answer concerns effective information, not predictive autonomy from observed data. It says nothing on whether closure or self-individuation can be had without the other criteria, or on which of the four, if any, makes a higher-level agent.
