Why it is a question
CLAIM-418 says perspectival, agential and institutional boundaries need not coincide. It does not say when they do. A3 proposed that question as the manuscript’s research problem, because it “offer[s] a way to make the mismatch among interpretive, agential, and historical boundaries the explanandum rather than merely acknowledging that such boundaries differ.” It names the three processes A3 said the framework’s distinctive opportunity lies in coupling: the organization of significance, of authority and of persistence.
A3’s example: an organization that has learned to dismiss certain safety objections has a problem of interpretation (the objections stop registering), of authority (they cannot alter decisions) and of persistence (the machinery keeps reproducing both). CASE-138 is the record’s documented case, with CLAIM-422’s separation of a corrective act, a procedure and a maintained capacity.
It refines QUESTION-259, which asks how perspectives are generated and reproduced and when one becomes the object of its own governance, by naming the three organizations whose alignment both halves depend on.
What would count as an answer
Conditions, in a stated class of systems, under which the three coincide, come apart, or one reorganizes another, with a case of each. By CLAIM-427, the answer should predict something under intervention that an account treating the three processes separately does not. CASE-144 is a proposed test.
What would not answer it
A redescription of a case in which the boundaries differ. A3: “bringing these dimensions together does not yet establish that the integration is explanatorily necessary.”
