Dagan & Benvenisty (2026), LIT-1487, the Israel Democracy Institute’s web summary, read in full in NOTE-1129. Its conclusion: “the study demonstrates a clear link between states of emergency and the accelerated erosion or dismantling of democracy, as well as the consolidation of autocratic rule in countries undergoing regime transformation” (para. 12). And its hedge: “This convergence is not inevitable” (para. 5).

Where the evidence stands

What the summary shows, and what it does not, is THEORY-906, Active, which this entry extends: that entry is the reading, this one the thesis. The five cases were chosen because democracy eroded, no comparison cases are studied, and no country account is sourced, so the summary cannot show a link. The promote_when above is THEORY-906’s condition before the twenty-third status review promoted it, carried here unchanged, because it asks what would make the thesis true and not what the summary says.
