Why this is here

A12 §4 and A13 §3E gave renormalization as “the most important counterexample to any overly simple scale-separation thesis”: effective structure without a clean gap, and “a route from variable realizations to stable specifications”. It bears on CLAIM-478’s limits and on CLAIM-477. The record holds renormalization work (LIT-039, LIT-885, LIT-881) but not a founding statement.
