The question
CLAIM-003 says “global” overstates the workspace: access is compartmented in brains as in organizations. This question asks the brain half first, since that is where the record holds evidence. Is access all-or-none and the same for every consumer, or can a content reach some systems (sensory recurrence, working memory, report) and not others?
Why the record needs it
CLAIM-003 is Deferred with its line, and its note says the rival account “asserts uniform broadcast rather than measuring it”. An answer would tell the line whether compartmented access is a fact about brains or only about organizations. The organizational half transfers only if an organization’s permission structure plays the role long-range hub connectivity plays. That is the mechanism the claim names, and the brain half is needed before it can be tested.
What the record holds
- THEORY-096 is the uniform side: ignition is “sudden, coherent, and exclusive” and broadcasts “that one content to the specialised processors”. Limit: it adopts, and does not show, that availability is experience. It concedes V1 neurons “become part of the GNW” in some tasks.
- THEORY-098 makes access a winner-take-all competition in which a recurrent sensory representation “can lose that competition and stay unaccessed”. Limit: inference to the best explanation.
- THEORY-103: in partial report, items are “accessible, not accessed”: held, but not in working memory. Limit: second-hand data.
- THEORY-102: content is sustained in ventral temporal cortex while prefrontal content is “a transient event at onset”. So a content can be held in one system without lasting in the hub. Limit: every image was seen.
- THEORY-245 (LIT-973, COGITATE): with clearly seen images, prefrontal cortex carried a seen image’s category but not its identity, and its orientation at most weakly, while posterior cortex carried all three. It bears on this question: the hub did not receive every dimension of a conscious content. Limit: LIT-973 was filed as “direct evidence on whether access is one all-or-none broadcast”, and it is not direct. No dimension’s access was measured, and there was no report on identity or orientation.
- THEORY-296 (LIT-973): no sustained content-specific synchronization between category-selective posterior cortex and early visual cortex. Limit: it tests IIT’s proposed implementation, not access.
- THEORY-240 (LIT-949): loss of consciousness goes with reduced integration between default-mode gateways of a synergy-defined workspace. Limit: it concerns the state of consciousness, at rest, not access to a content. There is no stimulus, no report and no consumer-by-consumer measurement.
What would answer it
A recording in which one content is available to one consumer and demonstrably absent from another at the same time, in a design that removes differential post-perceptual cognition, so that the absence is not thought about the percept going missing.
Note of 2026-10-18: a third quantity, self-attribution
A27 §7 of the exchange of 2026-10-17 took CLAIM-003 up and added a quantity beside integration and access: “This suggests three separable quantities: integration, accessibility, self-attribution. We should not assume that any one determines the other two.” Its narrower claim: “A coherent organizational state need not be uniformly accessible to its constituent subsystems, and apparent unity in the organization’s reports may exceed the degree of information sharing actually present.”
This question asks the access half for brains. The third quantity is new: a report of unity is a separate thing from both the integration and the access it seems to report, so a measurement of access cannot be read off what a system says about its own unity. CLAIM-355 places the unified owner in that third quantity.
A27’s Experiment B, “Binding by restricted access”, is the organizational design: give subsystems different subsets of the relevant information, let a central policy integrate their outputs “without broadcasting all information to every participant”, and “Determine whether coherent collective action persists when no constituent subsystem holds a complete account of the organization’s situation.” A27 credited the caution that compartmented behaviour does not show several conscious workspaces to THEORY-096; it is CLAIM-003’s. Whether the line reopens is the owner’s decision.
