The claim

U26: “‘global’ is very likely a misnomer … the neuronal workspace has compartments, conscious experience can as well.” Operationalized behaviourally as “evocative of a planned response over a sustained timescale”.

Why it is set aside

Not needed by the will paper. The assistant’s caution (A78) stands: the driver case “does not, by itself, establish two simultaneously conscious workspaces”.

Note of 2026-10-12: the rival accounts, not linked

Two THEORYs bear against this claim, and neither is written as a ground, since a ground supports. THEORY-096 is the account this claim argues against: content “globally accessed by local processors”. It asserts uniform broadcast rather than measuring it, and its remark that V1 neurons join the workspace in tasks needing fine detail partly helps this claim. THEORY-063 (Metzinger) holds that conscious contents form one functional cluster. It bears only on the experiential half of this claim, and his “typically” leaves room.

Note of 2026-10-18: taken up again, with self-attribution as a third quantity

A27 §7 of the exchange of 2026-10-17 used this claim for the binding problem: “A common regulatory signal may change behavior throughout the organization without every subsystem receiving the same information.” It added a third quantity beside integration and access, self-attribution, and a narrower claim: “A coherent organizational state need not be uniformly accessible to its constituent subsystems, and apparent unity in the organization’s reports may exceed the degree of information sharing actually present.”

A27 wrote that “the record correctly cautions that compartmentalized behavior does not establish multiple conscious workspaces”, and credited it to the global workspace account, THEORY-096. The caution is this claim’s own, A78’s as its body records it: the driver case “does not, by itself, establish two simultaneously conscious workspaces”.

The third quantity is noted on QUESTION-061, and the unified owner it concerns is CLAIM-355. The status stays Deferred; whether the line reopens is the owner’s decision.
