Why it is a question
A17 §5: “No single participant necessarily possessed everything needed to complete the action. The team’s effective competence depended on whether these distributed components could be coordinated within the deadline.” It distinguished “Collective information ≠ Collective operational competence”, and noted the converse: “a trained team can execute a familiar workflow effectively without any individual being able to articulate all of the information supporting it.”
The distributed-agency line asks when a whole has capacities its parts do not. This is that question asked of one capacity, deploying a resource in time, where the answer is checkable: TERM-055 is a probability, and the counterfactuals A17 §6 listed (a labelled compartment, a partner who knows, more time, a standard layout) each change one factor.
An answer says, for a stated class of tasks, when the availability of a resource is a property of the system and not of any member, and gives a case where changing the arrangement alone changes it.
