Why it is a question
A35 §3.2, after deriving the dual of the local residual: “The optimizing λ identifies a particularly difficult combination of requirements. Importantly, these dual multipliers are not endorsement weights. They are mathematical certificates of difficulty or infeasibility. Nucleation’s w_i, by contrast, represent influence granted by the actual governance organization.” Then the question, and A35’s gloss: “That is where the geometry of optimization meets the geometry of volition.”
Two quantities, one organization:
- What binds. The maximizing λ of Φ_r = max_{λ∈Δ}[Σλ_iε_i − r‖Σλ_ig_i‖_*] (CLAIM-365). It is a property of the demands and the admissible set, computable by an outside solver.
- What is granted. The influence w_i a demand’s process holds, in the sense of TERM-053: any effect of other processes on its share of future influence. CLAIM-283 holds the gap between precedence claimed and authority granted; A34 restated it as p_i − w_i, “a candidate indicator of frustrated precedence”.
A40 §4: “The weights assigned by actual governance need not coincide with the multipliers identifying the most difficult combination of constraints. That divergence is a candidate source of avoidable frustration.” That is CLAIM-357’s governance-induced frustration seen from the weights.
It is open because nothing says what w should follow. Tracking λ is not obviously right: governance may weight a demand because it matters, not because it binds, and CLAIM-283’s own caution applies, that “a good organization may correctly prevent an unreliable process from taking control” (A34). And w can be captured: on CLAIM-297, authority updated on the interpretation it helped make dominant amplifies without fidelity, so the “something else” may be the dominant interpretation itself.
What would count as an answer
In a model or a system where both are measurable (A39’s case study 2, CASE-099 with demands and an oracle, is one), the relation between w_t and the binding λ_t over training: whether w follows λ, lags it, or follows something identifiable instead (incumbency, agreement with the dominant interpretation, loss scale), and whether divergence predicts governance regret Γ. A negative finding counts: that w and λ are unrelated and Γ is explained without reference to either.
