The case
In Northstar-A, an authorized reliability specialist’s objection automatically suspends deployment pending review. In Northstar-B, the same objection lets deployment continue unless a severity threshold is met or senior management orders suspension. The concern, the information and the formal priority are the same in both.
What it can show
That the difference in collective action can lie in the organization of authority, if everything said to be fixed is fixed. The first draft said plainly that the contrast does not establish “that real organizations would behave so cleanly”; the rewrite dropped that sentence. It is restored here as an open critical question on ARG-009.
