Why this is here
The triage of 2026-10-29 put it in the File tier for CLAIM-349. A42 of the owner’s exchange named Bond’s organizational flexibility model and Guida, Minutola and Presti’s “Propagation, not aggregation” as works to add “before claiming novelty” for an organizational reading of ACT. Guida et al. are read (LIT-1218, NOTE-1353); they identified this chapter as Bond’s model and treat its leader route as a special case of their leverage condition. The record’s verdict that the organizational transfer of ACT is not a prior statement of CLAIM-349’s three-way split (access to a signal, its authority over action, action on it) rests on Guida et al. alone. This chapter would test it at the source. CLAIM-349 does not claim novelty against Bond, so nothing in it waits on the reading.
