Why it is a question

A110 §IX.2: “For a family Q of communicative decisions, what is the minimum information rate required to preserve decision performance within a tolerance? This is a context-indexed pragmatic rate–distortion problem.” A86 §10 had named it first: “compression preserving a chosen family of decision problems”.

Where it stands

The manuscript §5 has the ingredients: the rate–distortion function, Blackwell comparison restricted to a family Q, and decoder side information (CLAIM-050). It does not ask for the rate. The audience-dependent version is QUESTION-020.
