The claim

If P(V₂|Z) = G P(V₁|Z) for a source-independent garbling G, then V₁ is at least as good as V₂ for every bounded decision problem over Z (Blackwell, LIT-781). For translation the manuscript restricts this to a family Q of tasks — tell teasing from reproach, recognize a position, choose a reply — and proposes deficiency for the approximate case (Torgersen, LIT-778). Shannon (LIT-764) supplies rate–distortion; decoder-only audience knowledge makes it a Wyner–Ziv problem (LIT-767).

What it does not say

The direction the manuscript uses (garbling implies no worse) is the easy one: Blackwell 1951’s, restated as Theorem 3 of the 1953 paper (NOTE-595). The 1953 equivalence is proved for finitely many states, so Z must be finite or the general case cited. Its restricted family Q has a precedent in the paper itself: Blackwell’s k-decision orders ≻_k, and for two states ≻_2 already decides the full order (Theorem 10). Torgersen and Wyner–Ziv are unread here, so those steps rest on works cited without a reading.

Prior art for decision-relative fidelity

Zhao et al. (LIT-793, THEORY-161): with total variation, the posterior distortion bounds the extra Bayes risk of every bounded-loss decision. That is a decision-relative fidelity close to this claim’s.

Note of 2026-10-27: grounded in what it uses of Blackwell

The status review of this date (ADR-057) moved this claim’s ground from THEORY-156 to THEORY-1096. It uses Blackwell’s definitions (an experiment, a garbling, the informativeness order) or the easy direction, that a garbling never helps a decision-maker free to choose any rule. Both hold on any outcome spaces, with the proof written out there. THEORY-156’s general converse, which stays Proposed, is not used. Quotations of THEORY-156 above are of the definitions it states.

Note of 2026-10-28: narrowed and promoted

The status review of this date narrowed the title to what the claim’s condition already conceded, and promoted it (ADR-057).

  • A ceiling, not a receiver. CLAIM-225 showed the order says what an ideal decision-maker could do with a rendering, not what a given receiver does. The title says ceiling (CLAIM-199’s first half).
  • Procedures. CLAIM-230 showed the order relates procedures over a distribution of situations, not two texts. The title says so.
  • Report fidelity. CLAIM-258’s objection, that re-performance is the normal case of translation, is not answered, since CLAIM-212 is Proposed. The claim concedes it by scope: it is about report fidelity, and re-performance stays open there and in QUESTION-005.
  • The measure. CLAIM-218 says the record’s D_Q is not the order this claim names. This claim does not say D_Q realizes the order.

What the claim uses of Blackwell is the definitions and the easy direction, held in THEORY-1096 with the proof written out. The steps that rested on unread works, deficiency for the approximate case and the Wyner-Ziv form of side information, are CLAIM-488, Active. The second clause of defeated_if stays as a test; it does not lean on Torgersen’s results.

Note of 2026-10-31: a different information, not a rival

The Simondon readings filed on 2026-10-31 (Iliadis, LIT-1911; Bencherki and Iliadis, LIT-1922; read together in THEORY-1276) hold that information is “never a given thing”. On their account it is a disparity whose resolution produces a new structure in the system that takes it up. That could be read as a rival to this claim’s information, evidence about a situation compared by Blackwell’s order. CLAIM-525 argues that it is not. The readings’ information is a change in the interpreter (CLAIM-118) or in the questions a receiver can decide (CLAIM-257), and the order holds both fixed by construction. This claim’s scope, report fidelity for receivers whose decision problems are given, is unaffected.
