Why it is a question

A11 §6: “Q1. Is endogenous governance constitutive of cognitive selfhood? Can an organization with internally generated authority allocation satisfy a stronger form of self-governance than a behaviorally equivalent system governed by an external scheduler?” A11 kept it apart from Q4: one “concerns the constitutive status of endogenous governance, while the other concerns whether we can empirically discriminate proposed forms of self-constitution.” Q4 is QUESTION-086.

In the last filing this question went straight to a thesis, CLAIM-284, without the question being filed. That claim now answers it, and its counter, CLAIM-288, bears on how the answer could be shown.

“Self-governing” is TERM-045’s sense 5, not the subject sense. The record’s standing disclaimer is CLAIM-116: “Regulation, even higher-order regulation, does not establish a will.” Kahl 2026 (LIT-1033, since read in NOTE-723 and held as THEORY-219) places agency in a standpoint that revises evaluative standards when they break down, which makes the scheduler’s location beside the point. An answer says what endogenous allocation adds, or argues that behavioural equivalence leaves nothing for it to add.

CLAIM-485 is the record’s offered answer, filed at the owner’s request as the bridge from THEORY-219 to sense 5. Endogenous allocation of authority adds nothing in sense 5. Endogenous revision of the governing standards adds the stronger sense, and the difference shows outside the regime in which the two systems are matched. THEORY-219 now bears on this question. CLAIM-284 and the bridge both answer it, and the bridge narrows CLAIM-284.

Note of 2026-10-29: answered

CLAIM-485 went Active at the twelfth status review, grounded on what Kahl proposes (THEORY-1165) rather than on the truth of his account, which stays THEORY-219’s question. Its answer is the one the note above gives, and the question is now Answered. Whether that answer completes an account of the self is CLAIM-284’s question, which stays open.
