The claim

“The existence of regulation does not establish the existence of a will” (Section 1). With CLAIM-080, this is the paper’s answer to CLAIM-010.

Why it is filed

As a disclaimed claim it is the record saying what it does not hold, with an address. The exchange wrote this sentence, or one like it, dozens of times; filed once, a new draft can cite it instead of re-deriving it.

Note of 2026-10-23: Brooks’s robot as the lower boundary

From the same audit (workbench entry of 2026-10-24, U5). THEORY-689’s subsumption robot has several action-producing layers that suppress and inhibit one another, with no central controller. Lacking an executive cannot be why it has no will, since the will account requires none, nor can external design, since the record separates origin from endogenous organization. The likelier line is whether the system maintains and revises the relations among its regimes, rather than executing fixed inhibition. That makes the robot a boundary case for TERM-048’s willed agent and for QUESTION-054.
