The claim

Section 1: “Agents may possess multiple action-generating regimes whose practical efficacy depends upon maintained relations governing their accessibility, precedence, jurisdiction, persistence, suspension, and transformation.”

It has two independent lines of support, ARG-009 (Northstar-A/B) and ARG-005 (the reluctant writer), which is what lets the paper claim the role spans scales. Its standing objections are CLAIM-010 (answered) and CLAIM-089 and CLAIM-024 (both still open).

What it does not say

That the dimensions are a complete taxonomy (Section 7.5), or that the mechanisms are new (CLAIM-021).

Note of 2026-10-18: a proposed manuscript that rebuilds the essay

At U12 and U15 of the exchange of 2026-10-17 the owner asked for a manuscript proposal. A12, revised at A15, proposed The Geometry of Effective Volition. Neither cites this claim’s essay, The Organization of Will (organization-of-will), and the proposal rebuilds much of it:

  • Its opening case (A12 §1), “an agent reflectively endorses completing a difficult project but repeatedly acts otherwise”, is CASE-013.
  • A12 §2.4, “Introduce the Nucleation account of will-organization”, with “accessibility, precedence, jurisdiction, persistence, suspension, and transformation”, is this claim.
  • A12’s Proposition 2, “Equivalent observed actions need not imply equivalent governance”, and A15 §3.5 are CLAIM-122 and ARG-005.
  • A12’s “reliable execution of an endorsed commitment need not imply its revisability”, and A15 §6.6, “Volitional efficacy can increase while revisability decreases”, are CLAIM-099, ARG-007 and CLAIM-025.
  • A12 §2.2, “Distinguish endorsing a motive, assigning it priority, successfully enacting it, and maintaining its priority over time”, is CLAIM-047.
  • The thermostat objection (A12 §9.1) and A15 §9.4, “Does efficient behavior establish autonomy?”, answered “Reject the inference”, are CLAIM-116.
  • A12: “the paper should not claim novelty for the existence of multiple kinds of freedom, hierarchical control, or control-energy distinctions.” That is CLAIM-021.
  • The limit that the account does not settle authorship or responsibility is close to CLAIM-022.

What the proposal adds is the graded comparison (CLAIM-354, CLAIM-345), the Sen connection (CLAIM-352) and the nonlinear constructions (CASE-112). It also conflicts with the essay’s supposition, CLAIM-080: “the account asks how a given agent’s practical efficacy is organized, not what makes something an agent”. The proposal makes individuation a main section: A12 §3, “Individuating the agent whose will is at issue”, opening with “Why a system boundary cannot simply be assumed”, and A15 §4, “Individuation: whose control is it?”. So the manuscript would be the essay with its supposition lifted, and it should say so. Whether it becomes a work of its own is the owner’s decision (workbench entries of 2026-10-18).

Note of 2026-10-21: the essay found, and a companion manuscript

Unlike the exchange of 2026-10-17, this one found the essay. A15 of the exchange of 2026-10-20: “the will paper’s central Proposed thesis”; A17: “I would write it as a companion to The Organization of Will”. A17’s manuscript uses the six relations as the explanatory target and proposes a formal adequacy criterion for descriptions of them, filed as CLAIM-407 and CLAIM-409, with TERM-067. A15’s five dimensions (capability, accessibility, practical authority, governance, revisability) and A16’s five stages (represented, accessible, authorized, effective, revisable) restate the six relations with TERM-055 and CLAIM-296, and are not filed.

Note of 2026-10-27: status review

The status review of this date (ADR-057) took this claim first. It has 19 dependents, more than any other Proposed CLAIM. It stays Proposed. Its premises, CLAIM-047 and CLAIM-080, and the TERMs it uses are Active, and nothing in the record meets its defeater. Of its two open objections, one is answered and one still holds it back:

  • CLAIM-089, the aggregate revealed preference. It now has a reply, CLAIM-482, on CLAIM-434’s result: an aggregate preference exists only where the wins never cycle, and then it is fitted to one regime of authority and does not predict a change in it. The owner held the reply the same day, and CLAIM-089 is Rejected. The objection survives only for an organization with a persistent potential across a change in authority, which is where the reply says it is right.
  • CLAIM-024, nothing new. CLAIM-159 is a partial reply. It places will-organization against the expected value of control (THEORY-070) and Ainslie (THEORY-067) as a claim about how the drive profile changes, and not about who drives. The comparison with planning theory and with institutional theory is still not made, and that is the missing result.

Note of 2026-10-28: narrowed and promoted

The status review of this date narrowed the title to state the concession CLAIM-021 already made (“whatever mechanisms realize them”), and moved the explanatory-gain claim to CLAIM-487, which CLAIM-024 now objects to. Its premises, CLAIM-047 and CLAIM-080, are Active, and no live objection remains.

It was first kept Proposed because both lines that argue for it are Proposed inferences, and its defeater is the test neither has run. ARG-005 covers precedence and accessibility only. ARG-009 carries jurisdiction and suspension alone, holds the agent’s attitudes fixed by stipulation in a fictional case, and leaves its own critical question unanswered: “Does changing R change anything else?” That is this claim’s defeated_if, “holding the competing regimes fixed”.

The owner promoted it on the same review (ADR-057’s fourth condition): its premises are Active, no live objection stands, and nothing in the record meets its defeated_if. The two arguments stay Proposed. Their unanswered critical questions are what would demote this claim, so an intervention that holds the regimes fixed and changes R with nothing else changing is the test the record most owes it.

Note of 2026-11-01: mind-wandering as a mental-scale instance, and the test Metzinger names

Metzinger’s work on mental autonomy (LIT-1942, LIT-1941, LIT-1945) was read for this claim. It is filed as ARG-051, a third line beside ARG-005 and ARG-009, Proposed.

  • What it would add. In mind-wandering the capacity to suspend or end one’s own train of thought is kept, “not the ability itself” is lost (LIT-1941, p. 282), and it is not effective until its representation in the self-model returns (THEORY-1300). That is suspension at the individual scale. ARG-005 says jurisdiction and suspension “have only institutional examples”; this would be the first in one mind.
  • Why it does not yet support the claim. Metzinger traces the onset of an episode to cued, unconscious goal states (LIT-1942, p. 13), which is a content route; only the return is put down to something else. And in 2017 he says the data cannot decide whether the self-model’s representation does any causal work (LIT-1945, pp. 13–14).
  • The test. His H1 and H3 (LIT-1945, p. 14), blocking or restoring the epistemic agent model and watching whether control ends or returns, are interventions on a condition of efficacy. Run with the task, the competing thoughts and an externally cued measure of the ability held fixed, they would be the intervention this claim’s note of 2026-10-28 says the record most owes it, at the scale of thought. Neither is reported run in these papers.

No status, title or warrant changes.

Note of 2026-11-02: Jennings’s attention as a candidate realizer

In the exchange “Assess SDT Coverage” (2026-11-02) the owner uploaded Jennings’s “Attention as the Source of a Free Will” (forthcoming in Synthese) and asked for a review (U4, U5). The paper is now LIT-1963, read on 2026-11-03 (NOTE-1508). As A5 reports it, and the paper bears out (p. 31), attention is “the prioritization of mental processing by an emergent subject”, with fluid interests influencing which established interests prevail. That is a mechanism-level candidate for the precedence relations this claim names. It goes further than this claim by asserting macro-to-micro constraint through contextual emergence. This claim says “whatever mechanisms realize them” and claims non-reducibility to the contents of the regimes, not to physics, so the reductionist objection A5 raises to Jennings’s further step leaves it standing. A5 cited none of the record’s will line. The rivals CLAIM-159 places (Ainslie, the expected value of control, will-organization) are where Jennings would be a fourth. Attention changing which interests may act is CLAIM-156 and QUESTION-034’s second option.

The claim is unchanged.
