Why it is a question

Frankfurt separates having a desire from its being the effective will, and asks which desire the agent wants to be effective. Neither tells us what makes one regime rather than another acquire practical control. The question is asked only of an agent already warranted on other grounds (CLAIM-080); whether a collective is one is QUESTION-009, set aside.

What would count as an answer

An organizational relation that, intervened on while the competing regimes are held fixed, changes which regime becomes effective, and does so across different realizers (the intervention criterion, Section 3.8).

THEORY-062 now carries an answered_by edge. Which controller governs follows the controllers’ relative reliability, not a supervisor’s preference. This is shown for one pair of controllers.

Note of 2026-10-28: answered

The status review of this date promoted CLAIM-027, which names the relations: accessibility, precedence, persistence, jurisdiction, suspension and transformation, not reducible to the competing regimes’ contents. So this question is Answered. What would count as an answer, above, is an intervention on those relations with the regimes held fixed, across realizers. The record holds the answer on argument, not on that intervention. The intervention is CLAIM-027’s defeated_if, and ARG-009’s unanswered critical question, “Does changing R change anything else?”, is where a failed test would show first. The refinements QUESTION-034, QUESTION-062 and QUESTION-066 stay as they are.
