The claim

“An organization may preserve the first two while degrading the third … it may become increasingly competent at operating inside the emergency regime while becoming less capable of changing the organization that keeps the regime in place.”

Note of 2026-10-12: evidence now linked

THEORY-145 (Argyris and Schön) now grounds this claim: errors are corrected within the governing values while the values themselves go unexamined. Two caveats. Argyris’s “governing values” are not exactly this claim’s governing organization among regimes. The evidence is from workshops.

Note of 2026-10-18: a graded form, and three freedoms

  • A9 §9 of the exchange of 2026-10-17. “Freedom to endorse an alternative is not the same as freedom to make that endorsement effective; freedom to make it effective is not the same as freedom to sustain it; and freedom to sustain it is not the same as freedom to revise it.” That is this claim’s three-way split, with the attitude added in front, stated as degrees: “Those are distinct control capabilities with potentially different quantitative profiles.” A9’s Candidate C is this claim with endorsement added, and was not filed. A9’s “endorse” is the reflective sense, not TERM-053’s.
  • A11 §4. “Freedom to commit: The capacity to choose and establish constraints”, “Freedom under commitment: The viable alternatives remaining after the commitment”, “Freedom to revise: The capacity to reconsider or exit the commitment under appropriate conditions”. “None can replace the others.” The third is this claim’s capacity to transform the organization. The case is CASE-013.
  • A7 §4 and A8 §4 gave models in which a capacity is lost apart from the regime it governs (CASE-111, CASE-112). The graded thesis built on this claim is CLAIM-354.

Note of 2026-10-21: the triad again, and organized ignorance

The triad again. A26 §5 of the exchange of 2026-10-20 proposed three organizational conditions that “can diverge”: persistence, flexibility and self-governance. A26 §7 boxed “Capacity to update judgments ≠ Capacity to revise how judgments acquire authority”. A27 §3 listed behavioural, governance and epistemic-governance adaptation. All three are this claim’s three things that persist or fail separately. §7’s box is the single-loop against double-loop learning of THEORY-145, which grounds this claim. Neither reply cited this claim or THEORY-145. A26 cited CLAIM-099 for it as “retaining the capacity to change governing regimes”, which is this claim’s third tier, not CLAIM-099’s “capacity to govern among regimes”. The new nuance is A27’s epistemic form of the third tier: changing “how evidence and evaluations influence those governance decisions”.

Organized ignorance. A24 §4, from Pohlhaus (LIT-1311) and Dotson (LIT-1329), both registered and, when sought on 2026-10-21, Unavailable: “An institution can be very good at producing and evaluating knowledge within its accepted categories while remaining poor at recognizing the inadequacy of those categories … the mechanisms determining what it learns are themselves insulated from certain kinds of correction.” A25 §8 asked for “the ability to recognize when the evidentiary and evaluative regime itself requires revision”. Both are Argyris’s single-loop learning and self-sealing tests, held in THEORY-145, and neither reply cited them. The difference is the source of the insulation: on A24’s account it is social position, not defensive routine.

Note of 2026-10-27: promoted

The status review of this date (ADR-057) promoted this claim. It is an existence claim (“can persist or fail separately”), and two Active constructions show the separation in a model. CASE-111’s fold loses maintenance while the maintained state persists, and CASE-112’s tilted bistability changes the operative regime apart from what governs it. Both were cited in the note of 2026-10-18 and now ground the claim. CASE-036 is the organizational form. THEORY-145 no longer grounds it. Argyris’s single-loop against double-loop learning is the same separation observed in organizations, and the directive above already said nothing here rests on it. Its empirical thesis stays Proposed under its own promote_when. No objection is filed, and its defeater asks for a case where degraded transformation always shows up as an operative or governing failure, which the constructions rule out within their models. ARG-007, Active, already rested on this claim.
