The claim
A26, headed “Freedom is the governance of one’s own governability”, put it as: “Freedom is not independence from influence. It is the organized capacity to determine which influences become authoritative.”
The record already holds the parts:
- The dimensions of freedom of will, as a partial order and not a scalar (CLAIM-354, the owner’s of 2026-10-17), with the cost of control (CLAIM-345).
- Normative efficacy’s three achievements, legibility, volitional efficacy and correctability (CLAIM-523, the owner’s of 2026-10-31), on TERM-064 and TERM-085.
- Reflexive revision of one’s governing standards as what endogenous governance adds (CLAIM-485, CLAIM-424), with the regime, its governing organization and the capacity to transform it separable (CLAIM-025, CLAIM-027).
- Outside governance without decisions, through evidence or criteria (CLAIM-404).
- Sensitivity is not control (CLAIM-533, the owner’s U16 and U20).
The claim identifies freedom, operationally, with the agent’s own governance of these relations, its governability. The architecture in which routing and transport come apart, a QK circuit choosing what is read and an OV circuit what it carries (THEORY-988), is the owner’s U23 analogy for the separation of legibility from efficacy (TERM-064’s note of 2026-11-02). Pettit’s non-domination (LIT-1614) supplies the last clause: an agent can be unfree because another holds an unaccountable channel to those relations, whether or not it is ever used.
“Freedom is an organizational achievement”, A26’s other line, is TERM-086, the owner’s term, which A26 did not cite.
What it does not say
- That the agent’s governance is justified. A26 wrote “appropriate practical authority” and “warranted changes”. CLAIM-523, which A26 cites, says none of its three achievements “establishes that the demand or the revision is justified”, and CLAIM-075 says viability does not establish what ought to persist. The claim is descriptive.
- That it settles ultimate responsibility or metaphysical free will (CLAIM-354; CLAIM-022).
- Whose governance it is when the governing standards are themselves revised (QUESTION-364).
- That capture is self-maintaining. A26 called the CLAIM-400 dynamics “self-maintaining capture”. CLAIM-400’s model is linear with λ < 1: below threshold a lean decays, slowly. Self-maintenance needs the system past threshold (CLAIM-330, CLAIM-340) or hysteresis (CLAIM-463). A25 had this right; A26 dropped it.
- That the present profile is enough. The claim is stated in present organization, and THEORY-040 and QUESTION-071 are the objection to any such condition. It is the claim’s defeater, not something it answers.
Note of 2026-11-03: tolerance bounds, the owner’s next step
The owner’s U27 followed this synthesis with “compatibility of tolerance bounds”, and U28 with “nucleation has some sheaf theory tools that might be useful here”. That gives the clause “revises the relations that govern those three” a formal object. An agent can move the mismatch along the tolerance frontier of CLAIM-538, change which overlaps are evaluated, or enlarge its repertoire so that the frontier itself moves (CLAIM-347). Only the last is relief; the first is a choice of who bears the mismatch, and the second can fake compatibility. Motivational integration so understood is CLAIM-534. A29’s closing “domination occurs when the power to define, conceal, or revise compatibility is exercised without effective accountability” restates this claim’s last clause and is not filed.
