Definition
the maintained organization of relations governing the conditions under which an agent’s available action-generating regimes acquire, retain, lose, or alter practical efficacy.
Agent-indexed: it is a role in an agent already warranted as one. Functional, not additive: not another desire, an inner executive, or a causal substance. Its dimensions are the efficacy relations (accessibility, precedence, persistence) and the meta-regulatory ones (TERM-017, plus transformation).
What it is not
Not the operative will, which is whichever regime currently acts. Not TERM-003, which it replaced. The manuscript states it three times in slightly different words (Sections 1, 3.2, 7.10); this entry is the one the claims cite, so that a fourth wording would be a new version here and not a silent drift.
Note of 2026-11-01: Metzinger’s M-autonomy, a mental-scale counterpart
Metzinger’s work on mental autonomy (LIT-1942, LIT-1941, LIT-1945) has this term’s shape at the scale of one mind’s thinking. M-autonomy is “the capacity for second-order mental action” (LIT-1945, p. 4), and its parts line up with the term’s dimensions: veto, “the intentional inhibition, suspension, or termination of an ongoing process”, is suspension; “goal-permanence” is persistence; frontal control that “latch[es] onto the best candidate” among the thoughts mind-wandering offers is precedence; and the ability “to actively sculpt its own internal affordance landscape” is transformation (LIT-1941, p. 276; LIT-1945, pp. 12–13). Its cyclic loss in mind-wandering is, on the 2015 reading, a change in the efficacy of a capacity the agent keeps, not in the capacity (THEORY-1300). Same structure, not shown same mechanism; ARG-051 holds the verdict, Proposed.
Two points bear on the definition itself.
- The agent index survives. Metzinger makes the first-person perspective and “certain necessary conditions of personhood” “rare, graded, and dynamically variable” (LIT-1941, p. 295), which might seem to remove the agent this term is indexed to during each lapse. He keeps it: “We are still persons, because we have the relevant potential” (p. 282). The agent is warranted across the lapse; only the efficacy of one of its capacities lapses. That is how this term is meant to be read.
- A condition the term does not list. Metzinger’s condition of efficacy is the agent’s representation of its own capacity in its self-model (LIT-1941, p. 280). The term’s relations hold among regimes. Whether such a representation is one of the maintained relations, or only accompanies them, is QUESTION-367. If it is, a fourth wording of the definition would be needed, as a new version here.
