Definition
The owner, at U11, after A10 ended on “accountability is partly an organizational achievement of making justified corrections findable and executable before they cease to be possible”: “we should probably engineer a TERM for ‘organizational achievement’, and/or terms in that neighborhood.”
A11: “An organizational achievement is the attainment or maintenance of a specified outcome, relation, or capacity to which an identifiable organization of component activities makes an explanatory causal contribution.” “Organization” is TERM-074’s sense 1, a relational arrangement, so the arrangement need not be one institution or an agent. An attribution states five things:
- Target. What outcome, relation or capacity, with success fixed independently of the candidate organization.
- Organization. Which relations among components contribute: coordination, communication, constraint, allocation of authority, mutual regulation, transmission.
- Conditions. The tasks, environments, timescales, resources and interventions under which it is attributed.
- Contribution. The evidence that the arrangement, and not its components, a common input or another supporting organization, makes the difference: for a target J and context φ, compare p_O(J | φ) with p_O′(J | φ) for an admissible alteration O → O′ that holds components, resources, information and conditions fixed where it can. Redundant arrangements can show no difference link by link, and an arrangement can matter by sequencing or timing existing capacities, not only by being superadditive. Where no intervention is possible, mechanism-specific historical evidence can stand in, with its limits stated.
- Mode. A11: “Achieving J, being capable of achieving J, maintaining
the capacity to achieve J.”
- Episodic: the arrangement contributed to J on one occasion. It does not show a disposition to repeat it.
- Dispositional: it sustains a capacity for J across a declared family of conditions, exercised or not in the period observed. One episode is not enough evidence of it.
- Reproductive: it takes part in maintaining, regenerating or adapting the relations the capacity depends on. Neither stronger mode is part of the general term.
The modes are CLAIM-422’s act, procedure and maintained capacity, read as kinds of achievement, and the third is TERM-074’s organizational maintenance. A11’s three questions for any use of the phrase: “What was achieved? Through which relations? What evidence shows that the organization made the difference?”
What it is not
From A11’s list:
- Not an output. That an output occurred does not show a distinctive arrangement explains it.
- Not collective agency. The contributing arrangement can span people, artefacts, institutions and environments without a further decision-making entity (CLAIM-418). A11: an effective system of judicial correction “may span all of those actors. But it need not coincide with any one of their institutional boundaries.”
- Not autonomy, or self-maintenance. External support can sustain an achievement; whether its arrangement maintains itself is the further question CLAIM-414 and CASE-126 separate.
- Not persistence or identity. An achievement can cease while an institution survives (CASE-176), and one of the same kind can arise elsewhere without continuity (CLAIM-329).
- Not praise. A11: “If our definition classified accountability as an organizational achievement but refused to classify an effective coercive apparatus because it is morally objectionable, we would have smuggled our normative preferences into the ontology.” Whether an achievement is valuable or legitimate needs a standard the term does not supply (CLAIM-348).
- Not emergence. A causal contribution of an arrangement does not by itself establish a new individual.
- Not organizationally maintained capacity. A11 considered that as a second, narrower term and advised against filing it: “A new label is warranted only if work on different cases reveals genuinely different uses.” Its content is the dispositional and reproductive modes here.
Uses in the record it would discipline
CLAIM-362 calls authenticity “an organizational achievement characterized by non-domination of subcomponents”; TERM-006, deferred with its line, defines organizational authenticity. A11: the term “can characterize the mode of realization without deciding the philosophical significance of the property realized”, so it can say which arrangement produces and keeps non-dominated participation without saying that this is ownership. The phrase also stands, undefined, in CASE-117 and CLAIM-016.
A12 proposed it as the first test of a criterion kind of TERM
(ADR-056): it is a criterion only while the comparison requirement in
item 4 stands; without it, it is a construct. And: “A TERM supplies the
criterion; a CLAIM argues that some proposed generalization holds; a CASE
supplies observations or a construction.”
Note of 2026-10-31: an augmented ability to act, with no target named
Bencherki, Brummans and Vézy define agency as “the affective force that governs the transition from a lesser to an augmented ability to act” (LIT-1902, p. 1354; THEORY-1280). Massumi’s definition, from which theirs is taken, runs both ways, to “a diminished or augmented state of capacitation” (LIT-1905, p. 1; THEORY-1282). The paper keeps only the augmenting half, and the record’s reading found that this “makes a verdict depend on a judgment of whose capacity counts”, which the paper does not supply. This term shows what is missing. Read through it, “an augmented ability to act” is a dispositional achievement with its first element, the target, left blank. A11’s first question, “What was achieved?”, has no answer in the paper’s account. Its third, what shows the organization made the difference, is answered by the analyst’s reading of hesitations and the eventual agreement.
The term also does what the paper’s definition cannot. It is “an attribution, not a compliment”, so it can say what a channeling or a usurpation achieves. In Bencherki 2017’s daycare (LIT-1901, pp. 791–792; THEORY-1285), the army maintains a service that runs on the spouses’ volunteer work and is credited to itself, “a caring organization at their expense” (p. 792). With the army’s service as the target, that is a maintained organizational achievement. With the spouses’ standing as the target, the same arrangement is the one that blocks it. Both verdicts can be stated, each with its target. The paper’s vocabulary can state only one of them as agency, and the other as its lack.
No status, title or warrant changes.
