The case

Deployments frozen, production access restricted, review suspended. Deferred maintenance and workarounds accumulate, the system becomes harder to read, and the anomalous signals it emits satisfy the emergency criteria.

What it can show

That the operative regime and its governing organization can persist while the capacity to transform them degrades. It is the premise of ARG-007.

Not shown: that the anomalies come from the regime rather than from the underlying failure. The first draft’s test for that (“contributes materially”) did not survive the rewrite.

Note of 2026-10-22: the emergency that controls its own evidence

At U22 of the exchange “Graph Learning Applications” the owner asked to revisit Northstar, and A22 called this “the most philosophically fertile original variant”. It sharpened what the case shows: “A system can lose the ability to correct a protective policy because the policy controls access to the evidence required for its correction.” Deferred maintenance and restricted access, adopted for the emergency, produce the anomalies that extend it. That is CLAIM-349’s overcontrol, which buys freedom from harmful acts by cutting access, turned on the evidence for lifting the control itself.

A24 named the missing capacity: flexibility depends on how readily a regime acquires authority and “also on the conditions under which they relinquish it”. TERM-017 names suspension and not release. The documented counterpart is the mayday at Brookhollow (CASE-135), where the exchange reported, unverified, that no clear announcement ended the mayday phase.
