Topics — What a work is about. Nucleation holds whatever reading the owner files here, whether or not an Anthology of the SOTA topic could also hold it; instruction for ML practice belongs to the anthology (ADR-048). The words are seeded from the clusters the reading-time triage of 2026-09-25 found, and grow by decision.

Agency — what it is to be an agent — goals, action, control and the capacity to act — in organisms, collectives or machines. An agent is not thereby an individual, a self or a person (ADR-024); how an agent’s behaviour is integrated is behavioral-integration, and governing oneself by one’s own standards is self-governance (group: philosophy).

ARG-001Moving severity classification, or adding a business-critical override, changes outcomes without changing the rule, so precedence, jurisdiction and suspension come apartThe constructed line of support (Sections 5.3–5.5). Independent of ARG-003: undercutting the analogy leaves this standing.Active
ARG-003 v2In the Dual State ordinary norms governed conduct while a prerogative order held authority over whether they bound, so a constraint can govern conduct without governing its own authorityThe historical line of support for CLAIM-086 (Section 5.6). Undercut except in its structural respect (CLAIM-032).Active
ARG-005The reluctant writer’s precommitment device changes what they do without changing what they want, so the conditions of efficacy govern which regime actsThe individual-scale line of support for CLAIM-027 (Sections 1, 3.5), independent of Northstar: it does not rest on the supposition that a firm is an agent.Proposed
ARG-007Stability does not entail viability, and the emergency regime keeps its operation and its governance while its transformation capacity degrades, so effective action and the capacity to govern among regimes are different achievementsThe argument for the paper’s main result (Section 6.11). Linked: all three premises are needed. Canguilhem is not among them.Active
ARG-009Northstar-A and Northstar-B differ only in escalation authority and act differently, so escalation authority helps govern efficacyThe institutional line of support for CLAIM-027 (Sections 5.1–5.2), an interventionist contrast (THEORY-138). Conditional on the supposed agent. Two of its critical questions are unanswered.Proposed
ARG-015A population of operators that maximize fixed objectives and comes to hold durable authority would show self-constitutionA7 and A10 propose sufficiency tests for the self-governing sense of a self, run on populations of operators each rewarded for an objective the modeller wrote down. Proposed: such a population would show that endogenous governance can arise from fixed local objectives, but “it would not show that the organization sets the conditions it maintains”, which is the constitutive part of the thesis.Proposed
ARG-030Low supervisory cost shows that an organization does not dominate its processesThe owner tied the non-domination criterion (CLAIM-362) to a saving in effort (CLAIM-358), so low supervisory cost reads as its mark. Processes conditioned never to object coordinate without override at the same cost, so the evidence is expected whether or not the organization dominates. A45: “low strain alone cannot establish authenticity: a dominated organization can be efficient.” CLAIM-364 undercuts it.Proposed
ARG-044The MSF meeting reanalysed by Bencherki, Brummans and Vézy shows that an interaction can make available a way of relating its participants did not hold, and names the condition under which it lasts; it does not show that taking part comes before the reinterpretationFrom the connections pass of 2026-10-31 (CLAIM-430’s note of that date). In the meeting, a request offers MSF a role its perspective refuses, and its representative redescribes MSF’s practice so that it can take part. That supports part 1, that an interaction can make available a way of relating. With Tsoukas and Chia’s condition of institutionalization it supports part 3. On part 2, that taking part comes before the reinterpretation, the episode runs the other way. Proposed.Proposed
ARG-046Tsoukas and Chia’s reading of Total Quality in the US Navy is an organizational instance of changing efficacy while the competing proposals stay fixedFrom the connections pass of 2026-10-31 (CLAIM-122’s note of that date). Junior officers’ suggestions were made before and after Total Quality; afterwards they “earned legitimacy”. That looks like CLAIM-122’s case at an organization’s scale. Rejected as evidence: the new template also changed what members noticed and proposed, so the proposals were not held fixed, and the rival, a change in what was preferred, is not excluded.Rejected
ARG-047Bencherki, Brummans and Vézy’s “agency is a matter of perspective” supports the claim that perspectival, agential and institutional boundaries need not coincideThe first filing of LIT-1902 (NOTE-1484, “Bearing on the record”) read the paper’s perspectivism as “a version of” CLAIM-418. It is not. The paper’s “perspective” (p. 1357) is the analyst’s choice of where to cut a chain of agencies, Barad’s agential cut. CLAIM-418’s is an organizational perspective, TERM-072 sense 1, which an agent may have, share or act through. The sentence bears on CLAIM-405, which says whether an individuation verdict is relative to a criterion, and not on CLAIM-418. Rejected. Where these readings do bear on CLAIM-418 is Bencherki 2017’s Table 1 (LIT-1901, p. 787), which is another source.Rejected
ARG-048Tsoukas and Chia’s radial extension and institutionalization show how the exercise of a shared perspective can transform it with no agent governing the change, the agents and the institution kept distinctFrom the connections pass of 2026-10-31 (CLAIM-418’s note of that date). Tsoukas and Chia (LIT-1913) give a mechanism for CLAIM-418’s third part: applying an institutionalized category to a nonprototypical case extends and transforms it, and whether the extension becomes the organization’s depends on institutionalization, which can fail. Proposed: the readings argue and illustrate with others’ ethnographies, and are Proposed themselves. A second line for an Active claim, not its ground.Proposed
ARG-049The pauses, averted gaze and reversal in the MSF transcript show internal conflict as a gap between the precedence a motive claims and the authority it is grantedFrom the connections pass of 2026-10-31 (CLAIM-484’s note of that date). The transcript Bencherki, Brummans and Vézy reanalyse records the marks CLAIM-484 names. Rejected as evidence: the same marks fit the paper’s reading, disindividuation before a demand from outside, and no claim or grant is recorded apart from the marks.Rejected
ARG-051Mind-wandering, read as Metzinger reads it, is an individual-scale case in which a capacity the agent keeps, veto over its own mental processes, loses and regains efficacy through a change in a condition of efficacy and not in the competing processes, so it is a further instance of the conditions of efficacy governing which regime acts, the first in the record for suspension in one mindFiled 2026-11-01 on reading Metzinger 2013, 2015 and 2017. The analogy holds in structure: second-order mental control is kept through an episode of mind-wandering (on the 2015 “moderate” reading) and is not effective, and its return is put down to a change in its representation, not in the competing thoughts. It would give CLAIM-027 an individual-scale instance of suspension, which ARG-005 says the record lacks. Proposed, because the two questions that decide it are unanswered: the mechanism is not shown to be the same, and Metzinger’s own account of an episode’s onset makes a goal state, not a relation, its cause. The interventions that would answer both are his H1 and H3, untested.Proposed
