The objection

The owner’s criterion (CLAIM-362) marks authenticity by higher-level processes not needing to impose themselves, and the owner tied that to a saving in effort (CLAIM-358). A45, at U45 of the exchange of 2026-10-17, added contestability, for this reason:

Otherwise, a system whose subordinate processes have been conditioned never to object might exhibit perfect local harmony.

The supervisor would rarely intervene, not because its constituents had developed autonomous coordination, but because the possibility of meaningful disagreement had already been eliminated.

“So non-domination must concern the effective distribution of authority, including counterfactual situations in which a constituent dissents. A quiet subordinate process isn’t necessarily a satisfied one.” And: “non-domination should be evaluated historically and counterfactually, not inferred from presently low intervention costs.” A45 closed on it: “low strain alone cannot establish authenticity: a dominated organization can be efficient.”

This is the manipulation objection (THEORY-1118) in a new place. A condition stated only in present structure is met by an agent whose structure was installed. Low supervisory cost is a present-structure mark. QUESTION-071 asks the general form: can a will-organization be manipulated without anything in its present structure showing it?

What would tell them apart

A45’s tests, negotiated coordination against conditioned conformity:

  • “Introduce a novel but legitimate constituent demand”: local processes “can reopen negotiation”, or the demand “is ignored or suppressed”.
  • “Alter the formerly dominant process’s preferred policy”: others “retain independent evaluative influence”, or “continue following the dominant process”.
  • “Reveal evidence that existing coordination is mistaken”: processes “can revise their agreement”, or the consensus “remains disproportionately entrenched”.
  • “Perturb the local coupling mechanism”: behaviour “degrades in a mechanistically predictable way”, or depends “on fixed compliance rules”.

A45 flagged that one test does not discriminate: “Remove the higher-level supervisor temporarily”. Compliance may persist too, “so this test alone is insufficient”. A46 added a test of the same kind: whether a specialist can “recover effective influence” when its conditions return.

Every discriminating test is an intervention or a history. None reads the difference from cost. That is the objection.

The organizational form is March’s (THEORY-142): a code that learns only from members who conform loses what deviation would have taught it, and fast socialization makes the organization worse. A conditioned process is a member socialized too fast.

What it does not say

  • That the criterion is wrong. Non-domination stated counterfactually, as A45 and A46 state it, survives the objection. What fails is reading it from the economy.
  • That every quiet process is suppressed. Agreement in value (CLAIM-162) is also quiet.
  • That history settles it. THEORY-040 notes that no historical condition in the record is shown to escape its own objection, and CLAIM-016’s manipulation defeater is still outstanding.

Note of 2026-10-22: cases for the quiet subordinate

At U18 of the exchange “Graph Learning Applications” the owner quoted A17, “What if the subordinate processes are quiet because they’ve been conditioned never to object?”, and asked for cases. A18 wrote six. Four restate this claim’s tests or what follows from them: agreement after deliberation against learned silence (A), the satisfied against the conditioned subordinate (D), the specialist who participates rarely but meaningfully (E: “a constituent’s meaningful participation need not involve frequent participation”), and perfect imitation (F, which is QUESTION-071). Their shared form, alike in ordinary operation and parting under an intervention, is CLAIM-414’s. They are not filed.

Two are, because they add to the claim:

  • The alarm that learned and the alarm that was disabled (CASE-129): a quiet signal may be calibration or suppression, and only “response to changed evidence” tells them apart.
  • The voluntary delegation (CASE-128): a restriction on a constituent the person authorized, and can reconsider under stated conditions, is self-governance and not domination. So whether a constituent is dominated cannot be read from whether it is overridden.

A18’s summary of the mistake all six guard against: “The common mistake is to infer something about the distribution of practical authority from the absence of overt struggle.”

Note of 2026-10-28: split under ADR-061

The old title’s first clause, “Low supervisory cost cannot show non-domination”, was a verdict on support. It is now ARG-030, from CLAIM-358 to CLAIM-362, form evidence, Proposed. This claim keeps what is about the subject matter: conditioned and negotiating processes match in behaviour and cost and part only under intervention or in their history, with the defeat condition it already had. It undercuts the argument and no longer objects to CLAIM-362, which it never said fails.

Note of 2026-10-30: what holds it back

The title’s “part only” is a universal its ground, THEORY-1118, does not carry: the manipulation argument shows only that installed structure can meet a present-structure condition, and the body’s tests are A45’s list, not a proof that no other mark exists. A narrowing to “can coordinate” and “need not part except” was drafted in the nineteenth status review, but promoting it would reject ARG-030 on the authenticity line, set aside on 2026-10-05, whose reopening is the owner’s call.
