The inference

CLAIM-362 marks authenticity by higher-level processes not needing to impose themselves, because “the lower-level ones already support it or settle their disagreement among themselves”. CLAIM-358 says learned local accommodation can lower the amortized cost of arbitration. Read together, an organization whose supervisor rarely intervenes shows the non-domination CLAIM-362 names.

Critical questions

  • Would the evidence be expected if the hypothesis were false? Yes, and this is the question that fails. A45, at U45 of the exchange of 2026-10-17: “a system whose subordinate processes have been conditioned never to object might exhibit perfect local harmony.” “The supervisor would rarely intervene, not because its constituents had developed autonomous coordination, but because the possibility of meaningful disagreement had already been eliminated.” “A quiet subordinate process isn’t necessarily a satisfied one.”
  • Does it tell the hypothesis apart from its rivals? No. The rival is conditioned conformity, THEORY-040’s manipulation objection in a new place: a condition stated only in present structure is met by an agent whose structure was installed. QUESTION-071 asks the general form. March’s organizational form (THEORY-142) is the same: a code that learns only from members who conform loses what deviation would have taught it.
  • Does the measure measure what it is said to? Cost measures how often the supervisor intervenes, not why it need not. A45: “non-domination should be evaluated historically and counterfactually, not inferred from presently low intervention costs.”

What would tell them apart

CLAIM-364 lists A45’s tests: introduce a novel but legitimate constituent demand, alter the formerly dominant process’s preferred policy, reveal evidence that existing coordination is mistaken, perturb the local coupling mechanism. “Every discriminating test is an intervention or a history. None reads the difference from cost.” CASE-129, the alarm that learned and the alarm that was disabled, is the case.

Verdict

Proposed. CLAIM-364 undercuts it: that processes conditioned never to object coordinate at the same behaviour and cost as processes that negotiate is a claim about the subject matter, and it defeats this inference while leaving CLAIM-362 standing. CLAIM-364: “It does not say the criterion fails, only that cost cannot certify it.” The objection is itself Proposed, and the authenticity line was set aside on 2026-10-05; whether it reopens is the owner’s call.
