The claim
U12: “taking an expectation over the lower level intentions doesn’t actually produce the higher level intention. the higher level intention is manifested out of systemic mechanisms that may evolve completely divorced from the intentions of lower level agents, influenced by environmental pressures.”
The final manuscript keeps it as its first conclusion from Northstar: “collective action can change while formal policy, available information, and constituent attitudes remain approximately constant” (Section 5.10).
What it does not say
That the members do not matter, or that the whole is an agent. Whether it is one is QUESTION-009.
Note of 2026-10-11: organizational drift as evidence
THEORY-140 (the normalization of deviance at NASA) and THEORY-144 (Rasmussen’s drift toward the boundary of acceptable performance) are added as grounds. Both describe an organization’s operative course moving through systemic mechanisms, reinterpretation of anomalies and migration under cost pressure, that no member intended. A synthesis review also noted a parallel in the nucleating-argument line: CLAIM-177 records theses that moved “without a turn arguing either move”. Whether that is a case of this claim, or the owner’s unrecorded change of mind, is open.
Note of 2026-10-12: evidence now linked
THEORY-139 now grounds this claim. The group’s view corrects the inconsistency any mechanical aggregation of its members’ views would produce. It partly duplicates THEORY-127.
Note of 2026-10-19: the formal anchor is the court-agenda result
The claim says a whole’s operative intention is not obtained by aggregating its members’ intentions. One case where proposition-wise aggregation fails is enough to anchor that formally. THEORY-725 gives such a case on the court agenda. Majority voting on each proposition yields an inconsistent set. Under the premise-based procedure the members’ verdicts on the conclusion do not fix the group’s, although their whole judgment sets do. That the failure is general, so that no proposition-wise rule meeting the usual conditions is robustly rational, is THEORY-127’s, and it remains Proposed because the source cites it without proof. Nothing here depends on it.
Note of 2026-10-27: the edge says what the claim uses
The status review of this date (ADR-057, ADR-058) moved THEORY-140 and THEORY-144 from grounds to corroborated_by. Both are cited for an organization’s course moving through mechanisms no member intended, not for their general causal theses. CASE-138 (Active, documented) now grounds the claim with the Columbia board’s finding. THEORY-139 is removed, because THEORY-725 and THEORY-127, both Active and already grounds, carry what it was cited for. THEORY-127 is Active, and earlier notes here that call it Proposed predate that.
