The claim

A49: “rather than warning that a proposed state correspondence Φ could be vacuous, define the admissible correspondence class … Define Φ as admissible only if it preserves those distinctions within tolerance ε: d_O(s_1, s_2) > δ ⟹ d_O(Φ(s_1), Φ(s_2)) > δ′ for specified positive thresholds. This prevents arbitrary state collapse over the distinctions the theory is intended to preserve. Rather than discussing degeneracy as a possible criticism, we exclude it from the formal construction.”

It turns the first limit of CLAIM-011 into part of the definition of transport (TERM-008). It also bears on the second: an admissible Φ is informative on the chosen distinctions, which is the condition A48 §9.3 put on commutator preservation (CLAIM-063).

Where it went

A52 §4.2: “Require the correspondence map to preserve independently specified communicative distinctions”, without the condition. The manuscript’s §9 states its identity for any Φ, and its §6 naturality condition constrains the kernels but not their separation. Nothing argued against it. Who fixes the distinctions is QUESTION-005.

C1 Appendix A, the first full draft (U22), kept a version as an anchor constraint: “We require transports to satisfy the designated anchor constraints; this rules out constant transports when the anchors distinguish multiple source states”, with maps “specified using domain knowledge and independently anchored observations, not chosen solely to minimize the score”. Neither the anchor nor the separation condition is in the manuscript.

Note of 2026-10-19: the warrant, and the one mechanical step

The warrant is interpretive. That transport should be defined by an admissibility condition is a proposal, and its defeat condition is met only by an argument that no family of distinctions can be fixed independently of the transports compared (QUESTION-005 asks who fixes them). One step is mechanical. If some pair has d_O(s_1, s_2) > δ, a constant Φ sends both to one point, at distance 0 ≤ δ′, so it is not admissible. That is what “excludes trivial collapse by construction” means, and it holds whatever the distinctions are.
