The claim
A38 §10.1: “Avoid the inference that no stable semantic content exists merely because pragmatic interpretation is context-dependent.” A38 §10.2: “Distinguish pluralism about acceptable equivalence criteria from unrestricted interpretive relativism.” A40 §13.1: “Distinguish this operational claim from the stronger assertion that meaning is nothing but observable behavior.”
Manuscript §12: “The right question is neither whether a translation duplicates an invariant semantic substance nor whether all meanings are endlessly fluid.”
What it protects
CLAIM-046 defines fidelity on observations. This says that is a choice of what to measure, not a theory of what meaning is.
