Why it is a question

A4: “The central question then becomes: under what conditions does a population of heterogeneous meaning operators develop a self-maintaining, internally differentiated governance structure capable of acting coherently without suppressing the plurality of processes from which its agency emerges?” The owner, at U5: “This is a great formulation of the question”. A9 restated it as the core research question of the synthesis.

It refines QUESTION-034, which the owner raised on 2026-10-11 from the same starting point, the self as a multi-agent system, and which asks what makes a population of interests act as one: bargaining, a change in which may act, or agreement. This question adds what the exchange made central:

  • Self-maintaining. The governance is produced by the processes it governs, not given. Whether that is closure in Montévil and Mossio’s sense (LIT-582) and not just feedback was left open (A4 §5).
  • Internally differentiated. Authority differs by region and role (A3’s authority field), so “acting as one” need not mean one controller.
  • Without suppressing plurality. QUESTION-078 asks whether acting as one requires the interests to synchronize. This question requires that it not.

The exchange proposed partial answers, all Proposed: endorsement without self-allocation (CLAIM-285), trust as a regularity of endorsement (CLAIM-277), and the self-governing self (CLAIM-284). An answer would give conditions, on the aggregation rule, memory and coupling, under which coherence and plurality coexist, and show where one is lost.

Note of 2026-10-18: the converse problem, from insider threats

At the owner’s U41 question on insider threats, A41 of the exchange of 2026-10-17 stated this question’s last clause as a security problem: “how can an organization protect itself against harmful internal activity without suppressing the disagreement, experimentation, and self-transformation on which its continued adaptability depends?” It is the converse of its first question, how to give constituents “enough authority to function, learn, and govern themselves without becoming vulnerable to the misuse of that authority”. Together they are this question with an adversary added: coherence must survive constituents that try to capture it, and plurality must survive the defences.

A41’s federated-learning testbed has a row for exactly the plurality at stake: a “Distributed but valid minority signal” is a “Productive difference that should not automatically be suppressed”, and “A crude defense might suppress those updates as suspicious, improving some aggregate security measure while harming the organization’s ability to learn from minority environments.” Filed as CLAIM-359 (robustness lives in the processes that allocate and audit authority, and trades off against revision) and CASE-108 (A41’s proposed study). An answer here would say when that trade-off can be moved.
