Why it is a question

It has come up three times in one day:

The record has candidate tests, each measuring something different:

  • Mutual entrainment (CLAIM-172), which measures timing.
  • Reciprocal compensation (LIT-902, unread), which measures whether a goal is preserved.
  • Near-decomposability priced by an Occam factor (CLAIM-154, LIT-905), which measures strength.
  • Conserved coherence (CLAIM-161), which measures persistence.
  • Gluing (CLAIM-153), which measures unity across contexts.

QUESTION-009 asks when coordination makes an additional agent. This asks the prior question: when it makes one system. Selfhood stays a further question again, kept apart by ADR-024.

Readings of 2026-10-14 bear on all three parts, and none answers it:

  • How long. THEORY-268 (LIT-953, NOTE-756): an emergence measure averaged over transitions can be positive while it is negative at particular ones. A criterion of unity computed as an average gives no verdict about a moment, so “how long” needs a window and a rule for how many failing moments end the form.
  • One system, and where. THEORY-254 (LIT-955, NOTE-814): tangles make “cannot be pulled apart” two-sided and relative to an order k, and they match communities only where structure is strongly delineated. Each region has its own best order, so one global threshold splits some forms and misses others.
  • Boundary found by timing. THEORY-265 (LIT-989, NOTE-773): phase synchrony within strongly coupled modules makes each respond as a unit, and global synchrony does not. “Who is synchronised with whom” defines the collective, but the boundary is built in by the couplings, so the timing finds it rather than drawing it.

What would count as an answer

A criterion that, given a stated target and measurements of a candidate, returns a verdict that can be wrong. It should say which variables are inside, from when to when, and with what margin. It must also handle the cases the record already holds: the couple after the song must come out two. One-way drive, such as the metronome or the nerve and the muscle, may come out one system with a hierarchical architecture. Version 1 required the opposite, and that requirement was withdrawn (CLAIM-167). A criterion that every pair of interacting things satisfies is not an answer (CLAIM-010’s permissiveness, in another form).

The proposed answer is CLAIM-157. Its first objection, that one-way drive should not pass (CLAIM-173), was rejected by CLAIM-167.
